I already know the answer you will get around here...neuter him. But, sometimes after they have already gotten into the habit, even neutering will not stop it. You just have to be diligent, and catch him in the act, and tell him no, and take him outside, till he pees out there. Sometims taking them on a little walk around the neighborhood, and let them pee elsewhere, will wear them out, so when they get home, they will be too tired to pee in the house.

Unfortunately, sometimes even after neutering some male dogs will still mark..I know this because my Rattie is a marker..He was neutered at 5 1/2 months old and will mark his lil heart out when I take him somewhere differerent. He doesn't do it at home but take him elsewhere and the marking begins..

Neutering helps some, training is the key, and belly bands until you can get it under control.

You can sew your own or buy belly bands. I have a friend who rescues Chinese Crested (notorious pissers lol) and she swears by them:

Here are some on Etsy:

Belly Bands work wonderfully, I would suggest working with one of those and leaving a lead on him while he is in the house so you can tug at it to tell him no when he is getting ready to lift his leg.
