how do i resize a picture it keeps saying the picture is to big?? errrrr

I use Microsoft Picture It.

I use Paint on my computer too. With my old camera I resized to 25%. My new on I need to resize to 15%. Just need to be less than 125 kb.

I go to http://www.shrinkpictures.com/resize.php  click on resize, find the picture, resize it, copy and paste it to my pictures and then I'm able to upload it here.
