I would think that any breed isn't immune to deafness.  How old is your Rattie?  Try clapping your hands together really loud right over it's head while it's sleeping and see if there is a reaction.  I had a deaf dalmation pup once, and I didnt even know she was deaf for a long time---just thought she was "hard-headed and stubborn".  Your vet should be able to verify deafness for you, if you suspect it.

You say "my baby is deaf", so I'm assuming his deafness has already been diagnosed? If so, you can still train with body language and hand signals.

I watched the most amazing documentary a few weeks ago about this lady who has a deaf dog and she does agility with him. She communicated with him through body language and hand signals... which is much of what agility is anyways. The body and hand signals are so much readily understood by our canine friends than verbal language is anyways! But I sat in awe as I watched this lady communicate with her dog at such an intimate level.. they truly were a team.

Deafness is not breed specific. It can happen in any breed... like Paul said.
